Mutare Mushikashika Driver Fined US$600 for Carrying Passengers on Vehicle Roof – A Mutare mushikashika driver who was filmed transporting passengers on the roof of an overloaded vehicle has been fined US$600 by the Mutare Magistrates’ Court.

Knowledge Muvhevhe (32), of Reesai Village under Chief Zimunya, was convicted on three charges when he appeared before Mutare provincial magistrate Anne Ndiraya on Tuesday.

The court heard that failure to pay the fine will result in Muvhevhe serving two months and 20 days in prison.

Muvhevhe was convicted of contravening the Road Motor Transportation Act [Chapter 13:15] by operating a vehicle to carry passengers for reward without an operator’s licence.

He was also found guilty of violating the Roads and Road Traffic (Rules of the Road) Regulations of 1974, which prohibit passengers from riding on the wings, fenders, luggage racks, roof, running boards, towing bars, bumpers or bonnet of a motor vehicle.

The third conviction related to touting for passengers under the Road Motor Transportation Act.

For operating without an operator’s licence, he was fined US$150 or 20 days’ imprisonment. For allowing passengers to ride on the roof, he was fined US$150 or 30 days’ imprisonment. On the touting charge, he was fined US$300 or 30 days’ imprisonment. Combined, the fines amount to US$600, with a default sentence of two months and 20 days in prison if unpaid.
