Government Plans to Pardon Inmates with 2026 General Amnesty
The Zimbabwean government has proposed a 2026 General Amnesty that could see President Mnangagwa use his constitutional power to pardon various inmates.
This initiative aims to reduce prison overcrowding and support the rehabilitation and reintegration of offenders back into society.
The General Amnesty is part of wider reforms in the criminal justice system, focusing on humane treatment for prisoners through the Zimbabwe Prisons and Correctional Service (ZPCS).
Under the plan, inmates who have shown good behavior and are ready to reintegrate will be eligible for pardon before the parole system is activated.
Dr. Jenfan Muswere, the Minister of Information, Publicity and Broadcasting Services, shared details after the first Cabinet meeting of 2026.
He stated that the Cabinet has approved the Ministry of Justice’s proposal for the General Amnesty, which aims to ease overcrowding in correctional facilities.
“This clemency will help create a safer environment for inmates and allow reformed individuals to rebuild their lives,” said Dr. Muswere.
Eligible inmates include all convicted females, juveniles, those serving 48 months, and terminally ill patients.
Other qualifying categories include inmates in open prisons, those with disabilities, and prisoners aged 60 and above who have served at least 20 years, The Chronicle reports.
Additionally, prisoners sentenced to longer terms can receive a quarter reduction of their sentence.
However, not all prisoners will be included in this amnesty. Those previously released under an amnesty, serving military sentences, or convicted of serious crimes such as murder, treason, and robbery will be excluded to maintain public safety.
Past presidential amnesties have been significant in managing prison populations.
In 2024, for example, President Mnangagwa pardoned over 4,000 inmates and converted death sentences to life imprisonment for those on death row for over ten years.
The proposed 2026 General Amnesty is expected to follow a structured process according to constitutional guidelines and recommendations from relevant authorities.
