Bulawayo Enforces Tougher Rules on Stray Dogs to Curb Rabies Risk

BULAWAYO – The Bulawayo City Council has announced plans to enforce a tie-up order beginning May 5, 2025, as part of efforts to address the growing stray dog population and minimize the risks of rabies outbreaks and dog attacks.
In a public notice to dog owners, Town Clerk Christopher Moyo stated that, under the Bulawayo (Dog Licensing and Control) by-laws, residents are permitted to keep a maximum of two dogs on properties smaller than 2,000 square meters, while larger properties may house up to four dogs.
Moyo emphasized that dog owners must ensure their pets remain confined within secured premises and must not be allowed to roam freely outside their properties.
He clarified that only properly fenced or gated yards meet the required standards, as hedges are not considered adequate barriers.
According to Ignite Media Zimbabwe, authorities have warned that stray dogs found violating these regulations will face necessary action, including removal.
Residents are urged to follow the tie-up order to enhance public safety and prevent health risks associated with stray dogs.
