President Receives Harare Council Governance Report From Justice Cheda Commission

HARARE – President Mnangagwa has received the final report from the Commission of Inquiry into Harare City Council affairs, led by retired High Court judge Justice Maphios Cheda, following months of public scrutiny over governance failures at the local authority.
The report was handed over at State House on Tuesday, marking the conclusion of an investigation into alleged violations of corporate governance principles, financial accountability, and local government legislation by City of Harare officials.
Appointed in terms of Section 2(1) of the Commissions of Inquiry Act, the commission conducted public hearings involving current and former councillors, past mayors, and senior municipal staff.
Allegations raised included mismanagement of public funds, irregular procurement practices, and non-compliance with operational procedures.
President Mnangagwa is now expected to study the findings and recommendations, which may guide potential administrative reforms or legal action.
According to The Herald, the report not only cites individual misconduct but also identifies broader institutional failures affecting service delivery in the capital.
