Harare Runs Like a Country and Needs Serious Management: Mafume 

Harare Mayor Jacob Mafume has called for firm, results-driven leadership at Town House, warning that the capital is effectively “a country within a country” and requires serious management to match its scale.

Mafume was speaking at an event to congratulate Warren Chiwawa, recently confirmed as the city’s substantive Chamber Secretary.

He said Chiwawa’s long service within council places him in a position to drive the demanding portfolio.

“The city of Harare is not a small operation.

“We oversee nearly 3 million residents, employ close to 10,000 people and run a budget as big as some countries,” Mafume said.

“This job demands capacity, discipline and decisive leadership.”

He added that Chiwawa has the full backing of officials and management.

Information Secretary Nick Mangwana, who officiated at the event, echoed the call for improved service delivery, saying Chiwawa’s track record should strengthen systems at Town House.

Chiwawa, a seasoned lawyer, has served the city in various senior legal roles and has been acting Chamber Secretary since 2021.

He previously worked in the Attorney-General’s Office and the cotton industry.

His leadership in rolling out the council’s Local Authority Digital System earned him a 2024 Gold Award from the Zimbabwe CEO’s Network.
