Corruption Allegations Mount Against Mafume Over Luxurious Hostel in Belvedere

Harare Mayor Jacob Mafume found himself in a precarious position as he struggled to explain the source of funds for his luxury Belvedere hostel which is intended to accommodate students from Harare Institute of Technology (HIT) upon its completion.

In his damning testimony before the commission, Mafume pointed the finger at his wife, claiming she was the mastermind behind the funding of the renovations despite allegations that the renovations are being fully funded by funds from the City of Harare.

Mafume’s testimony before the retired High Court Judge Justice Maphios Cheda-led Commission of Inquiry only raised more questions.

He presented an inspection report showing six visits to the property in a single month, with some inspections taking place just three days apart. The report suspiciously featured the same penmanship throughout.

Tapiwa Fresh Godzi, leading the commission’s evidence, questioned the rapid pace of construction.

“I wonder at what rate the builders are working. Inspection after inspection every three days. Is that reasonable?” he asked.

Mafume maintained that it was reasonable, but his demeanor betrayed his confidence.

Commission chairperson Justice Cheda pressed Mafume about the identity of the inspector, to which Mafume replied, “I have not met the inspector personally. They visit the site where there is a contractor. This is being handled by my wife.”

This revelation sparked concerns about Mafume’s involvement in the project and his potential abuse of power.

Further investigation revealed that the City Council had no record of Mafume paying for any of the six inspections.

Sources close to the matter stated, “Payment is required for each inspection stage by city officials. Mafume made no payments and has no proof of payment for any of the inspections.”

Mafume’s troubles deepened as he admitted to not obtaining council approval to change the property’s use from residential to commercial. “The change of use plan does not exist. That one is not there,” he said, visibly nervous.

The scandal surrounding Mafume’s Belvedere hostel has raised questions about his fitness for office.

As Harare’s mayor, he is expected to uphold the law and maintain transparency. Instead, his actions have sparked allegations of corruption and abuse of power.

As the commission continues its inquiry, one thing is clear: Mafume’s web of deceit has begun to unravel, and the consequences of his actions will be severe.
