City of Harare Orders Removal of Abandoned & Broken-Down Vehicles — The City of Harare has issued a firm directive to residents and car park operators to remove all abandoned and broken-down vehicles from overnight guarded car parks, shopping centres, open spaces, and residential streets.
In a statement released by Acting Town Clerk, Eng. P.M. Moyo, the local authority said it is illegal to keep non-functional vehicles or car shells in public and commercial areas. The directive takes immediate effect, giving lessees and owners seven (7) days to comply.
“Lessees of guarded overnight car parks must with immediate effect remove broken down vehicles, car shells and scrap from the car parks,” reads part of the statement. “Failure to comply will result in the Council removing the vehicles at the owner’s cost.”
The council added that any vehicles or shells removed will be taken to a designated junkyard or site for disused vehicles, where they will be kept pending disposal or auctioning.

Authorities have expressed concern that these abandoned vehicles are not only unsightly but also pose health and security risks, often becoming breeding grounds for mosquitoes, hideouts for criminals, or illegal dumping sites.
The City of Harare is urging residents to report any abandoned or broken-down vehicles left in car parks, streets, or open spaces so that swift action can be taken.
